วันนี้ (27 ก.พ. 68) สภาอุยกูร์โลก The World Uyghur Congress (WUC) ได้ออกแถลงการณ์ประณามการส่งตัวชาวอุยกูร์ 40 คนกลับไปยังประเทศจีน โดยมีใจความว่า
“สภาอุยกูร์โลก (WUC) ขอประณามการบังคับส่งผู้ลี้ภัยชาวอุยกูร์ 40 คนจากประเทศไทยไปยังจีน การกระทําที่ผิดกฎหมายนี้ทําให้บุคคลเหล่านี้ตกอยู่ในอันตรายอย่างร้ายแรง เนื่องจากตอนนี้พวกเขาเผชิญกับความเสี่ยงสูงในการประหัตประหาร การทรมาน และการละเมิดสิทธิมนุษยชนอย่างรุนแรงอื่น ๆ จากทางการจีน
สมาชิกรัฐสภาไทยจากพรรคประชาชน รอมฎอน ปันจอร์ โพสต์วิดีโอบนแอปพลิเคชั่นเอ็กซ์ (X) ที่แสดงรถคุมขังขนาดใหญ่เข้าสู่ศูนย์กักกัน สำนักงานตำรวจตรวจคนเข้าเมืองสวนพลู เมื่อเวลาประมาณ 20.00 น. ตามเวลาท้องถิ่นวันนี้ รายงานชี้ให้เห็นว่าผู้ถูกคุมขังเหล่านี้ ถูกย้ายไปยังสนามบินใกล้เคียง และถูกส่งตัวกลับไปยังประเทศจีนในเวลาต่อมา เมื่อถูกถามถึงสถานการณ์ นางสาวแพทองธาร ชินวัตร นายกรัฐมนตรี ไม่ได้ยืนยันว่า การส่งตัวครั้งนี้เกิดขึ้นหรือไม่
“ประเทศไทยสูญเสียความน่าเชื่อถือในเวทีระหว่างประเทศในประเด็นนี้ ประเทศไทยต้องรับผิดชอบต่อการละเมิดสิทธิมนุษยชนนี้ UNCHR ยังล้มเหลวในการปฏิบัติภารกิจในการปกป้องกลุ่มเปราะบางที่เผชิญกับอันตรายครั้งใหญ่”
ประธาน WUC กล่าวในการตอบสนองต่อข่าวที่น่าเศร้า ว่า ชะตากรรมของผู้ที่ถูกเนรเทศตอนนี้ไม่ชัดเจน เนื่องจากพวกเขาอาจถูกลงโทษที่เลวร้ายที่สุด
ผู้ลี้ภัยชาวอุยกูร์ที่กล่าวถึงเป็นส่วนหนึ่งของกลุ่มที่หนีจากการปราบปรามของจีนในตุรกีตะวันออก และถูกควบคุมตัวโดยพลการในประเทศไทย ตั้งแต่ปี 2014 (พ.ศ. 2557) ในขณะนั้นจำนวนที่ถูกคุมขัง 109 คนถูกบังคับเนรเทศไปยังประเทศจีน แม้จะมีการรับรองจากรัฐบาลไทยต่อสํานักงานผู้ลี้ภัยแห่งสหประชาชาติ (UNHCR) ผู้ลี้ภัยที่เหลือถูกปฏิเสธการเป็นตัวแทนทางกฎหมาย การคุ้มครองด้านมนุษยธรรม และโอกาสในการตั้งถิ่นฐานใหม่ แม้จะมีการอุทธรณ์ระหว่างประเทศซ้ําแล้วซ้ําเล่าก็ตาม แม้จะมีคําสัญญาที่จะช่วยเหลือ แต่ UNHCR ก็ล้มเหลวในการปกป้องกลุ่มอย่างมีประสิทธิภาพในช่วงทศวรรษที่ผ่านมา โดยเผชิญกับแรงกดดันอย่างมากจากทางการจีน การแทรกแซงของพวกเขาน้อยเกินไป และสายเกินไป

ก่อนหน้านี้ WUC ได้เรียกร้องให้รัฐบาลไทยงดเว้นการเนรเทศชาวอุยกูร์ โดยเน้นว่า การทําเช่นนั้นไม่เพียงแต่จะเป็นอันตรายต่อชีวิตของผู้ที่ถูกเนรเทศเท่านั้น แต่ยังทําลายชื่อเสียงระดับนานาชาติของประเทศไทย และการยึดมั่นในพันธกรณีด้านสิทธิมนุษยชนอีกด้วย เราขอเรียกร้องให้รัฐบาลไทยยืนยัน และแสดงความคิดเห็นเกี่ยวกับสถานการณ์ และชี้แจงชะตากรรมของชาวอุยกูร์ที่ถูกเนรเทศเหล่านี้
WUC เรียกร้องให้สหประชาชาติ สหภาพยุโรป และรัฐบาลที่เกี่ยวข้องดําเนินการทันที เพื่อตอบสนองต่อการเนรเทศครั้งนี้ ต้องใช้แรงกดดันทางการทูต และกฎหมายเพื่อให้แน่ใจว่าเรื่องนี้จะมีความรับผิดชอบ
The World Uyghur Congress (WUC) strongly condemns the forced deportation of 40 Uyghur refugees from Thailand to China. This unlawful act has put these individuals in grave danger, as they now face a high risk of persecution, torture, and other severe human rights abuses at the hands of Chinese authorities.
Thai Member of Parliament from the People’s Party, Romadon Panjor, posted a video on X showing a large detention vehicle entering the Suan Phlu immigration detention center at approximately 8:00 p.m. local time today. Reports suggest that these detainees were subsequently transferred to a nearby airport and deported to China. When asked about the situation, Prime Minister Paetongtarn Shinawatra did not confirm whether the extradition had taken place.
“Thailand has lost its credibility in the international scene over this issue. Thailand must be held accountable for this violation of human rights. The UNCHR has also failed in its mission to protect a vulnerable group exposed to great danger and TNR,” said WUC President in reaction to the tragic news. “The fate of those who were deported are now unclear, as they could be subjected to the worst possible punishment.”
The Uyghur refugees in question were part of a group that fled China’s repression in East Turkistan and had been arbitrarily detained in Thailand since 2014. At the time, 109 of their fellow detainees were forcibly deported to China, despite assurances from the Thai government to the UN Refugee Agency (UNHCR). The remaining refugees were denied legal representation, humanitarian protection, and resettlement opportunities despite repeated international appeals. Despite promises to help, the UNHCR has also failed to effectively protect the group for the last decade, facing immense pressure from the Chinese authorities. Their intervention was too little, too late.
Thailand’s decision to deport these Uyghur refugees constitutes a flagrant violation of international law, particularly the principle of non-refoulement, which prohibits the return of individuals to a country where they face serious threats to their lives and freedoms. Past instances of forced deportations of Uyghurs to China have resulted in individuals disappearing, facing indefinite imprisonment, or being subjected to severe mistreatment and abuse.
The WUC previously urged the Thai government to refrain from deporting Uyghurs, emphasizing that doing so would not only endanger the lives of those deported but also damage Thailand’s international reputation and its adherence to human rights commitments. We call on the Thai government to confirm and comment on the situation and clarify the fate of these deported Uyghurs.
The WUC urges the United Nations, the European Union, and concerned governments to take immediate action in response to this deportation. Diplomatic and legal pressure must be applied to ensure accountability“
